Within the framework of the international exercise, the second phase of multinational hybrid simulations was conducted, including the evacuation of European Union citizens from the conflict zone. The exercise actively involved institutions, bodies, and agencies of the European Union, 24 member states, the USA, and Norway, to demonstrate their capabilities in making decisions and operations, as well as to improve readiness and flexibility. According to the statement from three European institutions, the training provided a timely opportunity to enhance the readiness of the EU, in accordance with the strategic compass of the EU, where general risk assessments and crisis response strategies are defined.

The first phase focused on planning military operations and coordinating a common safety policy during a consular crisis. The study "Integrated EU Response 2024" was completed with the joint participation of the EU Council, the European Commission, and the European External Action Service. For six months, the EU developed and tested its security measures and the ability to manage complex crises, significantly increasing the likelihood of responding to hybrid threats both internally and beyond the EU's borders.
Since the beginning of September last year, the subsequent phases of the exercises have taken place.
